PowerShell 7.5 and pure-cmd scripts that TRUNCATE every Roundcube cache table in PostgreSQL on Windows, finding psql.exe through PATH, environment, registry and disk.

What it does

• Locates psql.exe without a hardcoded path
• Single PL/pgSQL DO block, so it is all or nothing
• Same behaviour in PowerShell and plain cmd
